This has become a common occurrence since Microsoft has been pushing Windows 10.
This is a relatively easy fix, Just follow these Step By Step instructions.
1. Press the Windows key + “R” on your keyboard.
2. In the Run Dialog Box type in “services.msc”
3. The services window will appear, Scroll down the list until the RetailEdge_Server is located, and highlight the service.
4. In the top left hand corner, click on the word “Start”.
5. Open RetailEdge.
