In version 8.2 we have discount rules. So you could have the ability to have a customer discount that will discount the Y item by Z% when you are selling X items. You can have any items, departments, vendors included in the filtering criteria. In addition you can add any criteria into the Customer User field that you want (L for loyalty) and designate this value to be required for customers to get this discount. This would obviously be for sales of item on only one sale.
We do not have this feature implemented so that it tracks past sales. This is a feature that we have the list of suggestions. The concern is that in environments where customer histories are long and consist of a large number of items this could hurt the Sales Screen performance.
But let us know how you would like to have it implemented and what would work best for you.
