After exhaustive testing and investigation, we determined that a computer in one of this customer's remote locations had incorrect Date/Time settings.
Specifically, in the Time Zone Settings, the "Automatically adjust clock for daylight savings changes" was not checked. This meant the computer's clock had an incorrect UTC (GMT) offset value and was not running in Daylight Savings Time.
In general, we recommend that user's make the following changes to their Windows time settings.
1) Make sure you select the correct time zone (e.g. EST, PST).
2) Make sure the "Automatically adjust clock for daylight savings changes" checkbox is checked.
3) Make sure the date and time is properly set.
4) Have the computer automatically synchronize the computer clock with an Internet Time server.
